What the statuses mean
Each product is rated separately, because a country can license casinos and ban poker, or the reverse. A status describes what the law says about offering and playing the product online; it is not legal advice, and it can be out of date the day after a law changes.
- Licensed (private operators)
- The law lets private operators offer the product to local players under a licence from a regulator.
- State monopoly
- The product is legal, but only the state or a state-appointed operator may offer it.
- Restricted
- Legal only in part: for example some products, some regions, or only on terms that exclude most operators.
- Prohibited
- The law forbids offering or playing the product online.
- Legal, unregulated
- No law forbids it and no licensing regime exists, so players use unlicensed sites.
- Unclear
- The law is ambiguous or contested, or sources disagree. The note explains why.
- Varies by state or province
- There is no single national answer: each state or province sets its own rules, so open the country to see them.
- Not yet verified
- We have not yet checked this against primary sources, so we make no claim.
Coverage and limits
Statuses were checked against primary sources (statutes, regulator pages and official gazettes) through . Trade press and law-firm blogs are used only to find the primary source, never as the source itself.
Countries shown as “Not yet verified” are still being researched; we make no claim about them rather than guess. Sports betting is outside this dataset. A status does not make any particular site safe or lawful to use: check the current law and the operator’s licence where you live.

Notes and sourcesOnline casino: Online casino games are a prohibited interactive gambling service under IGA s5; s15 makes providing one to customers with an Australian-customer link an offence. The only gaming exclusion (s8B) covers electronic equipment used by customers at a particular place, not remote play. No licence route exists, so no licensed operators are live. The law targets providers, not players. Online poker: Same as casino: online poker is a gambling service under s5 with no applicable exclusion (s8B is place-based only). No licensed operators. Online lottery: Federal law excludes lottery services from the prohibition (s8D(1)) except electronic scratch/instant lotteries (s8D(2)). Supply is then limited by each state to an exclusive licensee (verified for NSW, QLD, VIC, WA; see state rows). Online sale is primary-verified for WA only (Lotterywest Play Online/App, operating); online sale in the other states was not confirmed from primary sources. Regulator: Australian Communications and Media Authority (ACMA) enforces the IGA; state/territory racing and gaming regulators license operators Licensing model: Commonwealth prohibits online casino/poker; sports and lottery are excluded from the ban and licensed at state/territory level Legal basis: Interactive Gambling Act 2001 (Cth), Compilation 24 Next known change: Interactive Gambling Amendment (Gambling Reform) Act 2026 (No. 72, assent 26 Aug 2026): all Schedules except Sch 5 commence 1 Jan 2027, adding wagering advertising restrictions, a Wagering Advertising Opt-out Register, a s62ZT ban on commissions for referrals by licensed interactive wagering providers, and measures against illegal gambling advertising and payments (read from the Act text).

Notes and sourcesOnline casino: Gaming Commission 2026 register (licences issued 1/1/2026, expiring 31/12/2026) lists 20 'Online Casino' licensees (e.g. Betway, SportyBet, 1XBET, Betano) and 13 'Remote Interactive Games' licensees. The market is operating. Online poker: Primary sources opened but they do not settle online poker. The Gaming Commission fee schedule (Fees and Charges Regulations 2023) lists licences for Online Casino and Remote Interactive Games, and a poker/baccarat renewal fee only among land-based casino items. Act 721 does not name poker or online. The regulator register (first pass) lists 20 online casino licensees, so a poker table might fall under an Online Casino licence, but no source says so. Online lottery: National Lottery Authority (NLA) operates the National Lotto under Act 722; NLA site lists mobile/USSD games (e.g. 'simply dial *987#') but no web/app channel. Only lotteries (Finance Minister permit, s.231(a)(1)) and Mifal HaPayis bets (permit, not on sports, s.231(a)(2)) are exempted; the Sports Betting Law covers sports only. State Comptroller report 61B says police/State Attorney treat foreign servers as no exemption for gambling directed at Israelis.
