Miller outlined the Commission’s work over the past year to better understand and tackle these risks, noting that a series of detailed reports published last autumn provided key insights into the composition of the illegal market and player motivations.
Miller stated that research indicates a significant portion of illegal gambling website users are individuals who have already self-excluded from legal operators. He also signalled a shift in his remarks to question the stance of certain organisations working with the industry, asking directly “whose side are you on?”
