What operators can apply to offer
Under Finland’s reformed Gambling Act, a gambling licence can cover betting and online casino games. The state-controlled exclusive licence remains separate and covers products such as lotteries, pool games, physical slot machines and casino gambling that stay within the exclusive-right system.
The National Police Board’s application FAQ says a gambling licence can be granted for up to five years. The exclusive licence can run for up to ten years. An application is not a reservation or a simple registration: the authority reviews the applicant and its proposed operation against the statutory requirements.
Finland’s new model therefore opens specific online products to licensed competition rather than ending every part of the monopoly. Until the end of June 2027, mainland Finland remains under Veikkaus’ exclusive-right system. The competitive licence market is scheduled to start the following day.
How the application process works
Applications are filed with the National Police Board’s Gambling Administration. Its official licence guidance lists a EUR 29,000 processing fee for a gambling licence application in 2026 and a target processing time of about six months.
Six months is a processing target, not a guarantee that every applicant will be approved on that timetable. The Police Board explicitly says the duration depends on the application, any required supplementary material and the complexity of the case. Its June update noted that a majority of the applicants are foreign and that the submissions differ in scope.
For players, the practical test is still the final licence record rather than an operator’s claim that it has applied. Why July 1, 2027 matters
The transition period separates the application phase from the operational phase. The National Police Board can accept and process applications in advance, but the new gambling licences cannot take effect before July 1, 2027. Licensed gambling operations and marketing under the new regime can begin from that date.
Supervision also changes hands at launch. The National Police Board is the licensing authority during the transition through June 30, 2027. From July 1, the new Finnish Supervisory Agency becomes responsible for licensing and supervision under the reformed system. That handover is part of the implementation plan, not a second application window.

Software licences follow a different timetable
Finland also plans a separate software-supplier licence. According to the National Police Board, applications for that licence can be submitted from July 2027. The requirement to use gambling software supplied by a licensed holder starts on July 1, 2028.

What the 50-application count does and does not tell us
The official number is a useful early demand signal. Fifty submissions indicate that the market has attracted attention despite the application cost and compliance work. The Police Board’s note that most applicants are foreign also suggests Finland is drawing established international businesses as well as domestic interest.
But the count does not reveal how many applications cover online casino, betting or both; which brands will ultimately launch; or how many licences will be granted. The authority did not attach an applicant list to its June announcement. Naming unconfirmed applicants would turn an official aggregate into speculation.
