The licence is issued by Liberia’s National Lottery Authority (NLA), the country’s gaming regulator, working with a technical partner (Seven Blue Ltd) to run a digital licensing system for non-resident operators. The headline product is the International Integrated Online Gaming Licence: a single authorisation covering online casino, sports betting, lottery, esports, and — since a February 2026 update — prediction markets, all under one licence with no separate permit per vertical.
