What federal law says

Canada does not issue one national online casino licence. Sections 206 and 207 of the federal Criminal Code set the basic framework. Section 207 permits a provincial government to conduct and manage a lottery scheme in its province in accordance with provincial law. Ontario launched its competitive regulated market in April 2022. Alberta became Canada’s second province with a regulated competitive iGaming market on July 13, 2026. The Alberta iGaming Corporation reported 22 registered sites at launch. The Alberta Gaming, Liquor and Cannabis Commission regulates the market, while AiGC conducts and manages it.

British Columbia, Quebec and the rest of Canada

Outside Ontario and Alberta, the locally regulated route is generally a provincial lottery or Crown-corporation platform. B.C. identifies PlayNow.com as its only legal online gambling site. Quebec government material identifies Espacejeux as its legal online offer. Atlantic Lottery says it is the only legal and government-regulated online gambling provider in Atlantic Canada.

Does an offshore licence make a casino legal in Canada?
