Timeline to withdraw your balance
Bettors have until 23h59 on 5 October to access sites and apps and withdraw their remaining balance. From 00h (midnight) on 6 October, betting sites and apps will be blocked in the country.
On 6 and 7 October, betting companies must report each bettor's individualised balance by CPF, plus the bank account the deposits originally came from, to the financial institutions. Based on that information, banks will refund the amounts between 9 and 14 October. If there are operational difficulties, Caixa Econômica Federal (CAIXA) will act as an intermediary for the refund.
What the MP itself requires (Arts. 7–9)
Ten days after the MP’s publication, operators must make access to their betting sites and apps unavailable, including in app stores, under penalty of blocking (Art. 7). From the same publication date, new funds are barred from entering transactional accounts, except amounts demonstrably from the redemption, maturity, disposal or liquidation of financial assets already invested, applied exclusively to meeting the refund obligations (Art. 7, §1).
Open bets whose result has not been settled within that ten-day period are voided, with the bettor guaranteed a full refund of the amounts staked, with no deductions of any kind (Art. 7, §2). Prizes from bets whose result was settled by the end of that period remain guaranteed to the bettor (Art. 7, §3).
After making the site or app unavailable, the operator has two days to ensure the availability and liquidity of the funds needed to fully refund bettors, and to send financial institutions the individualised list of bettors, identified by CPF, with the amounts to be refunded (Art. 8).
Financial and payment institutions then have seven days, from receiving that information, to fully refund the amounts owed to bettors, by transfer to an active deposit or payment account held by the bettor themself, identified by CPF (Art. 9). The refund is made preferably to the account the funds originally came from, provided it is active and held by the bettor, and a transfer to another account of theirs is also allowed (Art. 9, §1).

If you were not refunded
Financial and payment institutions must send the Secretaria de Prêmios e Apostas an individualised report of the amounts refunded and those it was not possible to refund, naming the account holders and the reasons refund was not possible (Art. 9, §2). Funds that could not be refunded this way must be transferred to a specific Caixa Econômica Federal account for return to their holders, under Ministry of Finance supervision, with the amounts owed individually identified (Art. 9, §3).
This refund process does not remove the operator’s liability for amounts not made available, differences found, or other obligations arising from operating fixed-odds betting (Art. 9, §4).
A related rule that marked as revoked
Law 14.790/2023’s old rule that a bettor lost the right to a prize or refund after 90 days from the result being announced — Article 32 — is marked on planalto.gov.br as “(Revogado pela Medida Provisória nº 1.394, de 2026)”.
