The prohibition (Art. 1)
MP 1.394/2026 prohibits, across the whole national territory, the exploration, offer, intermediation and advertising of fixed-odds betting lotteries, in physical or virtual form.
End of authorisations (Art. 4)
Concessions, permits and authorisations granted under Law 14.790/2023 are extinguished at the end of a thirty-day period counted from the MP’s publication. The extinction does not create any right to a refund of the grant fee already paid, nor to compensation from the government.
No new authorisations (Art. 6)
From the MP’s publication date, new concessions, permits and authorisations to operate fixed-odds betting lotteries are prohibited.
What was revoked (Art. 29)
The MP revokes Chapter V of Law 13.756/2018 and Articles 1 to 21, 22 to 24, 25 to 40, 43 to 48 and 54 of Law 14.790/2023.
Effective date (Art. 30)
The MP enters into force on the date of its publication (25 September 2026).
