The regulation: Law 14.790/2023
Law 14.790/2023 regulated fixed-odds betting and online casino games, in force from 1 January 2025. Oversight sits with the Secretariat of Prizes and Bets (SPA) of the Ministry of Finance, which grants authorisations and publishes the list of licensed operators.
How to recognise an authorised operator
- .bet.br domain: authorised operators must use an address ending in
.bet.br(with DNSSEC). A “Brazilian” casino on a generic .com is, by definition, not authorised. - Company & CNPJ: the operating company and its CNPJ must be visible.
- CPF & verification: authorised sites require CPF registration and identity verification, including for linking the withdrawal Pix.
- Responsible-gambling tools: self-exclusion and deposit limits are mandatory by law.
Authorised vs offshore: what changes for you
Offshore operators (Curaçao, Anjouan, etc.) stay reachable but outside the Brazilian framework: consumer protection, dispute resolution and the CPF/Pix rules don’t apply the same way. With an authorised house there’s a national regulator to turn to.
